
GRANT LEADS SIERRA LEONE’S ENERGY PUSH
Cyril A. Grant is a senior public sector leader and infrastructure development specialist with over three decades of experience spanning energy sector planning, project management,and architectural practice. Prior to his designation as Minister of Energy, Mr. Grant served as Executive Technical Advisor to the Minister of Energy, providing strategic guidance on national energy policy and overseeing major program implementation.
He concurrently served as Project Coordinator for the Enhancing Sierra Leone Energy Access Project (ESLEAP), funded by the World Bank, which supports the expansion of electricity access through grid extension, mini-grids, and stand-alone solar systems. Under his leadership, the Project delivered a 1MWp solar power plant in Moyamba, commissioned in December 2024, and deployed solar home systems to 199 clinics and 229 schools across the country, significantly improving essential social service delivery in underserved communities.
Mr. Grant previously served as Project Manager for the Bumbuna II Hydropower Expansion Project, representing the Government of Sierra Leone in negotiations for the 140MW hydropower development. He played a central role in advancing the National Electrification Strategy and served as Lead Coordinator for the Rural Renewable Energy Project (RREP), which successfully constructed 100 mini-grids nationwide with support from FCDO-UK, the Government of Sierra Leone, and implemented by UNOPS.
A member of the Sierra Leone Institute of Architects and a Registered Architect in the State of New York since 1993, Mr. Grant brings to public service an extensive professional background spanning government, international development, and the private sector. He holds a Bachelor of Science in Architecture from Temple University and a Master of Science in Facilities Management (with Distinction) from Pratt Institute.
He worked in New York City in senior roles with Gensler, Deutsche Bank Corporate Real Estate and Services, and Turner Construction, where he led complex facilities and infrastructure projects for over a decade.
