President Bio Appoints Dr. Gaima as Principal Executive Adviser and Head of Public Sector Reform


President Julius Maada Bio has appointed Dr. Emmanuel Gaima as Principal Executive Adviser to the President on the Public Service and Head of the Public Sector Reform Unit, with Cabinet rank, a move seen as part of renewed efforts to accelerate public service transformation in Sierra Leone.

Dr. Gaima’s new role places him at the strategic center of government reform initiatives, with a mandate to drive efficiency, accountability, and professionalism across the public sector. His appointment comes at a time when the Bio administration is seeking to revitalize public service delivery and implement deep structural reforms aimed at boosting governance and development outcomes.

According to a statement from State House, Dr. Gaima will also serve as the President’s chief adviser on matters relating to the performance, coordination, and modernization of the public service. His responsibilities will include overseeing reform frameworks, aligning ministries, departments, and agencies with government priorities, and ensuring that institutional performance meets the expectations of citizens.

Dr. Gaima is widely respected for his expertise in governance, policy development, and institutional reform. He has held several senior positions in government and academia, and is regarded as a technocrat with a strong track record in public sector management.
